Project Overview

Heihe Emergency Management Bureau is responsible for safety production supervision, emergency management, urban fire management, geological disaster prevention, flood and drought disaster prevention, grassland fire prevention, forest fire prevention, and earthquake prevention management. In order to meet the daily services and emergency communication support requirements, Heihe Emergency Management Bureau plans to design and build a wireless emergency communication system based on the deployment of the emergency department. Meanwhile, the existed analog communication networks of counties (districts and cities) needs to be connected to the municipal emergency command platform.

The overall solution

In order to fully meet the communication support needs of the Heihe Emergency Management Bureau to communicate in peacetime and warfare and various missions, this plan adopts a digital UHF PDT trunking system, BF-9000 mission-critical emergency communication system, and MESH ad hoc networking system. This solution integrates, complements and backup. Maximize their respective technical advantages and minimize system construction to meet the communication security needs in different scenarios. The plan adopts an optical fiber private network, a wireless MESH network for local area network coverage, and a digital ultra-short wave for on-site signal coverage. The converged communication gateway realizes intercommunication with other trunking systems, wireless communication systems, PSTN systems, etc., realizes converged dispatching of broadband, narrowband, wired, and wireless networks, and realizes unified dispatching of voice, data, and video. The plan can achieve the integration and intercommunication of multiple communication methods, comprehensive integration of multiple networks and services. It is very suitable for real-time and multi-task communication under emergency communication conditions. 

The system construction takes the emergency units under Heihe City as nodes. It builds MESH fixed stations and PDT trunking communication networks to form an emergency communication backbone network, usually using optical fiber, 4G public network and other public network resources as links to connect to the emergency dispatching center. When public network resources are destroyed, the system can switch to the MESH wireless ad hoc network system. PDT is used as the daily service communication system to meet the emergency department's daily command and dispatch needs. As the accompanying guarantee communication system, the BF-9000 mission-critical emergency communication system has various remote solutions such as UHF, public network, Beidou, etc. It ensures the communication between the emergency on-site and the rear and meets the communication needs of the emergency department under various emergency conditions. In extreme environments, the Beidou short message function of the Beidou satellite navigation system can also provide the frontline team with a communication lifeline to maintain communication with the rear command center at all times.

The whole solution realizes the intercommunication of the dispatching center, frontline dispatching, and on-site communication; it not only meets the needs of private network coverage, but also can access the carrier's mobile network; it guarantees the smooth communication and efficient collaboration of the three-level dispatching and communication, so as to make it quickly and accurately convey information, which also provides the rich voice and data applications for the Heihe Emergency Management Bureau in daily communication and service management.
